Letter to all RADA Members

URGENT
10 March 2015

Dear Fellow RADA members,

We trust you know by now that RADA has been de-registered recently by ROS (Registrar of Societies, Wilayah Persekutuan K.L.) Some of us went to a meeting with ROS officers on Monday 9th March to seek further clarifications. At that meeting, we presented all our annual reports and accounts. The ROS officer was satisfied that everything is in order and has advised us to put in an appeal. With such words of reassurance, we are optimistic and confident that the outcome of the appeal will be positive. However, the appeal review process will take time, and it will be a few months before RADA can be re-instated.

It is indeed regrettable that other than the de-registration issue, we have also been plagued by various problems with DBKL, no thanks to some disgruntled residents who took their complaints about the autogates to DBKL. In addition, there have been a slew of despicable and criminal acts by a certain “titled individual” and his minion, resulting in damage to our access card readers and boom gates.

We have made police reports to take legal actions against these culprits, but again, we will have to wait for justice to take its course. Meanwhile, we do hope you will bear with some of the inconveniences, while staying vigilant to help us in our effort to curb further wrongdoings by these lawbreakers.

Please be aware that all these antics by the culprits are means of making RADA defunct, to avoid paying for damages to our boom gates and card readers. Of course, they are also trying to discredit our work to turn all members and residents against us. Please bear in mind our good track record in the past few years, and do not fall into their traps.

Finally, rest assured that RADA ex-committee members are still working hard to maintain good security in our taman in spite of all these adversities. We are confident that with your continuous support, we will soon overcome all the problems created by the detractors.

We thank you again for your cooperation and understanding.

Higher assessment: Too much for KL folks

Anisah Shukry | November 13, 2013

KL mayor’s sudden move to raise assessment tax rates for houses in the country’s capital by over 100%, effective Jan 1, 2014 will definitely burden the city residents, say Pakatan MPs.

KUALA LUMPUR: Pakatan Rakyat has urged Prime Minister Najib Tun Razak to intervene in the Kuala Lumpur mayor’s sudden move to raise assessment tax rates for houses in the country’s capital by over 100%, effective Jan 1, 2014.
Leaders of the opposition coalition claimed the “unnecessary” decision would only further burden urbanites as it coincided with the introduction of the goods and services tax (GST) as well as various subsidy cuts.
“The previous mayor was able to increase the Kuala Lumpur City Hall’s (DBKL) revenue for years without increasing assessment tax,” PKR vice-president Nurul Izzah Anwar told a press conference at the Parliament lobby today.
“The move was not at all transparent; the new mayor (Ahmad Phesal Talib) did not tell us of the proposed increase during our dialogues together,” added the Lembah Pantai MP.
Kepong MP Tan Seng Giaw said he had evidence the assessment tax of some homes had increased by almost 250%.
He noted that such a drastic hike would spell trouble for KL residents who are already grappling with the city’s high cost of living.
“We admit that from time to time, the rates should be reevaluated. But it should be reasonable and fair for all quarters,” said the DAP leader.
Tan said the increased tax would trigger a chain reaction, with rental prices surging as landowners struggled to offset the high assessment tax and quit rents.
“We hope the mayor and the Federal Territories Minister can relook the rates before they are implemented,” said Tan.
DAP deputy chairman and Cheras MP Tan Kok Wai added that the tax rates imposed on the houses appeared arbitrary – he claimed houses identical in build, and residing on the same road, were slapped with rates that differed by over RM1,000.
Mayor Ahmad Phesal Talib had reportedly said last month at the 2014 Budget dialogue that DBKL had received the mandate to review quit rent rates from Tengku Adnan Mansor.
“Whatever rates we will eventually adopt must be appropriate so that it does not burden the public, but the new rates must also be fair to DBKL because of the demands on us to spend on various projects and programmes,” he was quoted as saying, adding that the rates have remained the same since 1992.

Tengku Adnan: Rates not final

When met at the Parliament today, Federal Territories Minister Tengku Adnan Mansor gave his assurance that the revised assessment rates notices mailed to homeowners were not final, and the people still had time to appeal to DBKL before its implementation takes place next year.
He said the government would evaluate cases for individuals who owned multiple properties, as they did not want to burden the rakyat.
“DBKL has informed me they have just sent out the new rates and had already received complaints. So we will discuss the issue.
“The City Hall will inform me of their findings and I will discuss with them the amount that should be increased.” said Tengku Adnan.
However, he said that an increase in the assessment rate was inevitable as it was unfair to both DBKL and landowners to sustain the current rates.
“We are raising the rates because the value of land in Kuala Lumpur is rising. Secondly, because of the surge in value, it is not fair to put a low assessment rate on the property because the owner will not be able to sell it at the right price.” said the Putrajaya MP.
He added that DBKL needed the funds to continue running its operations.

Inconsiderate double-parking outside house #58 on Jalan Desa Aman 3.

These photos were taken at about 8.30 am on Monday 5th August 2013. Notice how the dust bin was used to "book" a space, while the double-parked car took up half the road, effectively turning Jln 3 into a one-way street? We wish people can be more civic-minded!

Gan SL, on behalf of RADA Committee, wishes all Muslim residents of Taman Desa Aman
"Selamat Hari Raya Aidilfitri"!

An open letter to Jln Desa Aman 3 Residents

17 November 2012

Dear Fellow Residents of Jln Desa Aman 3

Since the inception of a security scheme in our taman by RADA in November 2010, we have been enjoying crime-free and worry-free days. J Our family members and visitors alike can walk and cycle within the taman without fear of being attacked by snatch thieves; our homes are safe from break-ins by burglars; and our cars parked on the street at night are no longer vandalized or stolen. In addition, property value has gone up in this taman and real estate agents are seeking to purchase our houses! Yes, this is all because people have now come to perceive our taman as a guarded community and a safe neighborhood. But sadly, all this will come to an end for us soon, most likely by 1 January 2013. L

Why? This is because the RADA Committee has made a decision to drop Jln Desa Aman 3 from the security scheme by the end of 2012. When this happens, the boom gate at Jln DA 3 will be moved to the junction at Jln DA 8, and our jalan (No. 1 to No. 90) will become freely accessible to all and sundry, including snatch thieves, burglars and thugs. We will in effect become the target of crimes because we will be the only street in Taman Desa Aman with NO security. What a grim and frightening prospect! L

You can probably guess why we are being dropped from the security scheme. Our subscription rate has been hovering around 70% since 2010, the lowest among all the jalan in this Taman. Of late, this has dropped even further. For the last quarter (Oct to Dec 2012), only about 50% or 52 houses (From No. 1 to No. 90) paid subscription. The amount collected is no longer sustainable. RADA Committee has no choice but to drop us, in order that security services can be continued for the rest of the taman. We have only ourselves to blame for this sorry state of affairs. We cannot blame other people, after all, why should the residents on other jalan continue to subsidize and pay for our security?

Low subscription rate is but one among several reasons why the RADA Committee is dropping us like hot potatoes! Some of you can guess why. Jln DA 3 residents are giving the RADA Committee and the rest of the residents in this taman too many problems and headaches:

1)     Many residents on Jln DA 3 habitually double park on the road, even though they can park their cars in their own porches or driveways. Not only do they obstruct traffic flow and cause inconvenience, they pose hazards to their neighbors and other road users. This situation is worst near the boom gate, because residents even park and block the emergency entrance!  RADA Committee is sick and tired of receiving complaints from residents, as well as security guards who suffer verbal abuse whenever they try to stop such inconsiderate and illegal parking.

2)     Some residents on Jln DA 3 and their visitors are such a nuisance that security guards are not willing to work at that boom gate anymore. As such, RADA Committee finds it very difficult to manage the security team. Nuisance ranges from unreasonable demands to challenges to fight, even to manhandling the guards! Yes, all these because they do not want to comply with rules that they perceive as causing them “inconveniences”. Some of them are non-paying residents, who forget that even the paying residents are putting up with such “inconveniences” without any complaint.

For the sake of everyone’s safety on Jln DA 3, we have taken the initiative to negotiate with the RADA Committee for us to remain in the security scheme. The committee has agreed to consider our request, if we can meet the following conditions:

1)     We bring up Jln DA 3 subscription rate to a sustainable level, starting with the collection for the last quarter, Oct to Dec of 2012.

2)     We form our own Jln DA 3 Subcommittee to handle and solve the other two major problems listed above.

For the continued safety of everyone on Jalan DA 3, we now appeal to all of you for cooperation and support. If you have not paid for the last quarter of Oct to Dec 2012, please pay up as soon as possible. Also, please persuade your non-paying neighbors to start to contribute (see appended list), and please volunteer to serve in the Jln DA 3 Subcommittee. To pay subscription, you may drop off your checks at the guard house at Jln DA 9, or houses Nos. 4, 77 or 87 on Jln DA 3. Please contact one of us if you are willing to help and serve on the Jln DA 3 Subcommittee.

Thank you.

Yours sincerely

Jln DA 3 representatives

Chinese New Year Greetings

RADA Committee would like to wish all its members a Happy & Prosperous Chinese New Year!
