Indiscriminate crime

I REFER to Gursharan Singh’s letter in StarMetro on Dec 20 highlighting the rising cost of security in housing estates.

I do not agree that only 30% of residents in high-income group (as computed by him) needed security services.

I believe that every resident, no matter rich or poor, needs protection.

In the area where I live in Cheras, there are cases of robbery every week both at night and in the day. The robbers do not discriminate between the rich and poor.

We even had four cases in one night too. All these crimes only stopped after our residents’ association hired security guards three months ago.

We have over 70% participation from residents contributing to the monthly security fees. While most of us are not rich, we pay the fee not just for protecting of our properties but more out of concern for our safety. The fee is RM70 but many of us can only afford to pay between RM30 and RM50, so our RA allows those of us who are poorer to pay less.

I urge all residents who are lucky enough to have a RA working hard on this to play your part by participating in the programme for the safety of everybody.

We do not have the luxury anymore to just rely on the police or the neighbourhood watch. Don’t sacrifice safety for small conveniences.

Reduce crime rate further, cops urged

Police officers in Kuala Lumpur must not rest on their laurels just because the crime rate has dropped by 18% but continue to work harder to reduce it further.
Chief police officer Deputy Comm Datuk Zulkifli Abdullah wants his men to maintain their hard work and strive to make the city crime-free.
“A total of 29,953 cases were reported in Kuala Lumpur last year, compared with 36,663 in 2009 with police solving 49% or 14,676 cases reported last year,” he said when addressing the monthly assembly at the city police headquarters on Tuesday.
DCP Zulkifli also ordered the police to hold more meetings with the public to find out their grouses and how best it could be tackled.
He also wanted his men to offer the public more value-added services, including increasing patrols.
“We will also work closely with the Education Department, youth organisations and the Women, Family and Community Development Ministry to tackle crime involving youngsters,” he added.

·MBPJ should make sure that all the streetlights are working because many of the snatch thefts happen in dark areas.
·The parking problem is really bad in our area along PJS 1/52. Cars double park by the road and buses have problems passing through to pick children up in the mornings. We hope that MBPJ will step up enforcement and put in some speed breakers as well.
·We also want better roads and drains because the roads around our area are in bad condition.

·Overall, we’ve been thankful to MBPJ for attending to our complaints so we hope that they keep up the good work.
·For us, peak hour traffic at the Jalan Othman roundabout can be a nightmare so we’re hoping for speed bumps in Jalan Sentosa so that cars using it as a shortcut will slow down.
·We’ve had problems with snakes in Section 3 and residents have found seven in their homes so far. We suspect that it is coming from an abandoned house in the area so we hope that MBPj will maintain it.

· AN END to LDP traffic chaos
“Scores people are made to wait unnecessarily on the Damansara-Puchong Highway (LDP) during peak hours due to the traffic congestion as a result of a mistake in planning in the past. With more new development projects coming, traffic congestion is expected to worsen with more vehicles using the highway. We acknowledged that development projects would boost the economy of Petaling Jaya, but the authorities should ensure that sufficient infrastructure being planned and built ahead of the development of housing and commercial projects.”
· Restoration of Local Government Election
“Under the current appointment system, local residents are unable to elect who will represent them to handle their local issues. Only with election will the people be able to effectively elect officers to shape the policies that best serve their interests and needs.”
· Safer and more secure environment
“Make Petaling Jaya a safer place for residents to live in by having plans such as installing more CCTV cameras and increasing police personnel to further reduce the social problems and crime rate.”

保安費調漲居協反對‧花園圍籬計劃受影響

(吉隆坡7日訊)年關近,物價漲,現在連保安費也調漲約60%,雪隆數以百個實施圍籬保安計劃的花園區料受影響,勢必引起居民的反彈!
目前,甲洞武吉馬魯里區已有3個居民協會站出來反對保安費調漲,相信緊接下來其他受影響的地區也會陸續表達不滿。
居民花錢請保安,無非是為了維持花園住宅區的治安,如今卻面對不合理的漲價,但又害怕保安人員削減人力,再加上年關近,可能會導致一些社區的罪案增加。
同時,保安費調漲也可能導致更多居民不願付費,而影響整個保安計劃。此外,居民在不滿保安費調漲之餘,也埋怨治安不靖,警力不足,才迫使居民必須要自己出錢請保安。
據瞭解,本地社區保安員的基薪一般介於600至1千令吉左右,視地區和服務性質而定,馬來西亞保安服務業協會日前建議,每名無攜帶武器的保安員,時薪從目前的3令吉50仙調漲至7令吉50仙,居協領導人認為漲幅不合理,無法認同。

調漲未獲內閣通過 數居協呈備忘錄反對
武吉馬魯里地區的居民協會代表,包括武吉馬魯里花園居民協會秘書吳國彪、孟惹拉拉居民協會副主席梁亞福、泗維花園居民協會主席莊迪華準備一份備忘錄,提呈相關單位,以表明反對保安費的調漲。
民政黨聯邦直轄區聯委會秘書王潤源指出,馬來西亞保安服務業協會日前提出調漲保安費的建議,是不合理及不實際的。況且,該項決定並未在內閣通過,因此該會並無權利調漲保安費。

由於雪隆多個地區治安不靖,越來越多圍籬社區和共管公寓都聘請保安人員站崗和巡邏,如今保安費可能調漲,對居民造成影響。
或更多居民不加入保安計劃
他說,自該會做出上述宣佈後,該聯委會即接獲不少居協的投訴,指不滿保安費調漲。而且一旦漲價,該筆費用必將轉嫁到居民身上。屆時只會導致更多居民不願加入保安計劃。
“居民為了保衛家園而被迫聘請保安員來維持治安,如今卻面對不合理的漲價,這對居民並不公平。”
他也呼吁居協,無需理會該會有關調漲保安費的建議,因為這並非內閣的決定。同時認為該會單方面做出這樣的宣佈,有誤導居民之嫌。

保安公司或減人手
林特安也指出,已聽聞一些地區的居協透露,倘若不調漲保安費,保安公司將減少前往執勤的保安員人手。
他說,馬來西亞保安服務業協會屬下有400餘個會員。他們有必要解釋為何要調漲保安費。
他也質疑,一旦調漲保安費後,保安員的素質是否也會一並提昇?而且該筆漲價的費用是否也只是讓保安公司受惠而已?
他說,該黨將在近期安排居協與馬來西亞保安服務業協會和內政部會晤,以反映居協的不滿。

“目前該區聘有9名保安員,目前每名保安員的月薪大約是1千700令吉。然而一旦調漲,保安員的月薪將漲至約2千500令吉。
居協設立的保安計劃一直以來都並非取得100%居民的參與。居民每月繳付約50令吉的保安費。一旦保安費調漲,那麼這筆費用都將轉嫁至有繳付保安費的居民的負擔。
這將導致更多的居民不支持居協設立的保安計劃。”

“我認為政府應考慮設置保安員薪金的頂價,以保障居民作為消費者的權益,避免保安公司漫天開價,因為據我瞭解,大城堡地區的幾家保安公司都在賺錢,營運正常,沒有必要再調漲保安費。
目前大城堡的保安員時薪介於3令吉90仙至5令吉,價格相對合理,如果再調漲,肯定超出居民所能承擔的市價範圍,到時我們就請不起保安員了,政府與有關協會必須考慮到人民的經濟能力。
由於治安不靖,社區對於保安員的需求量大,其實安全工作本來就是警方的職責,聘請保安員不是理想的長期計劃。”

“東南亞花園居協都是自己成立保安隊,義務保護花園的安全。目前,花園的治安非常好,也與警方合作愉快。大小巷我們都安裝燈盞,使到居住環境安全。
我覺得不聘請保安也有好處,通常保安人員都在偷懶,根本沒有在維持治安。”

未接保安費調漲通知

“目前,我還未接到任何通知有關保安費調漲,應該影響不大。況且,居民也只有選擇是否參與保安計劃,沒強迫性的。每戶人家50令吉的保安費,用來聘請五位本地保安人員。經過嚴格篩選,我們只要本地保安人員,這樣比較有保障。”

大調漲恐影響保安計劃

“如果今年保安費大調漲,將增加居民的負擔,造成更多居民不願意繳費,最後可能因經費不足,保安計劃必須停止,帶來弄巧反拙的效果。
很多花園往往只有半數居民有在繳付保安費,譬如鑽石花園只有60%居民付費,本來經費方面已相對吃力,如果再調漲,只會造成越來越少人願意付費,畢竟保安費是自願繳付,不能勉強居民。
據瞭解,蒲種地區保安員的基薪介於600至800令吉,我認為加薪幅度應視保安員的表現而定,政府與有關協會必須先瞭解各社區的保安情況,再進一步定奪。”

“皇冠城主要分成8個小區,部份小區有聘請保安員,每戶每月必須繳付50至100多令吉的保安費,支付給保安員約1千令吉的月薪,若再大幅度加薪,肯定加重人民的經濟負擔,畢竟現在物價百漲。
我認為與其談加薪,倒不如先提昇保安員的素質,加強他們的專業訓練,而且社區治安本來也是警方的責任,因此警方也應增加警力來維持治安。”

對抗日益惡化治安問題‧帝皇苑花園重設保安亭

(雪蘭莪‧加影31日訊)蕉賴9英哩帝皇苑花園將重啟保安亭計劃,以對抗日益惡化的治安問題,讓居民能在新的2011年過個平安年!

帝皇苑花園第三與第四期共有229間單位,也曾在2009年設立保安亭,但因居民響應不佳,只有逾40%的居民願意繳付費用,讓保安亭計劃只運作了短短半年,就草草結束。
自從廢除保安亭計劃後,帝皇苑花園就讓外人隨意出入,摩哆車匪徒更是盯上了許多外出的居民,並以巴冷刀洗劫居民財物。


屋外洗車或散步被搶劫
居民說,匪徒也越來越猖狂,常明目張膽的在花園內尋找目標,就連在屋外洗車或是散步的居民都曾遭搶劫,讓他們深感花園治安不靖,並急需設立保安亭,以防止可疑人士出入花園。
居民指出,已不敢讓孩子一個人外出遊玩,也儘量在外出時有人陪伴,以免成為匪徒的目標。
居民表示,花園內化糞池旁的小巷可通往山力花園,是摩哆車匪徒專門用以逃跑的方向,往往讓他們想要追趕時也已經來不及。

居協:唯一路口處24小時駐守
經費不足只能聘2保安員
帝皇苑花園居協主席林亞源表示,居協已接到許多居民投訴治安問題,所以決定在2011年1月1日重啟保安亭計劃,以保護家園安全。
“因農曆新年將近,所以居協才決定儘早落實該計劃,但目前因為經費不足,所以只能聘請2名保安員在花園唯一的路口處24小時輪流駐守,至於化糞池旁的小巷,將在近期內封鎖。”

化糞池旁小巷只供行人出入
他說,該小巷是摩哆車匪徒逃走的路線,因此會與加影市議會配合封路,並只留下只能供行人行走的空間出入,以讓居民能通過該小巷通往大路旁搭巴士。
他呼吁居民能積極參與保安亭計劃,同時每個月也只需繳付60令吉的費用,那才能讓居協提昇該區的保安工作。

此外,他也會在近期內要求加影市議會派人前來花園內清理垃圾和修剪雜草,維護住宅區內的衛生,以防止黑斑蚊繁衍。

騎士假裝問路財物被劫

“我居住在這裡已超過10年,曾經就在下午時分,有摩哆車騎士假裝要問路,然後就從背包裡掏出巴冷刀,將我身上的值錢物洗劫一空。
現在我也不敢讓孩子在屋外遊玩,以免被匪徒綁架。而我也贊成將化糞池旁的小巷封住,因為許多匪徒就是從往小巷的方向逃跑。”

一週被洗劫2次

“4個月前我就被摩哆車匪徒洗劫了兩次,讓我心有餘悸。第一次是下午時分,我駕駛摩哆車外出,就有兩輛摩哆車包抄我,4個匪徒以巴冷刀架在我腹部和頸項,威脅我將身上的手機和錢包交出。
豈料不到一星期,又有摩哆車匪徒以同樣的手法洗劫我身上的財物,讓我買的新手機又被搶走。
據我所知,這一帶的治安從2年前才開始變差,而也有許多花園內的居民都有被洗劫的經驗,所以我希望實行保安亭計劃後,能有效降低罪案。”
