(無拉港13日訊)蕉賴萬年花園治安問題拉警報,居民決定正式向國民團結局申請准證,成立睦鄰計劃以組成志願巡邏隊,維持該花園治安。
據居民指出,週四下午1時30分,該花園共發生3宗搶劫案,上週日上午9時30分也發生同樣情況,令居民提心吊膽。
烏魯冷岳國民團結局官員南迪收到居民代表依布拉欣致函邀請,昨晚到萬年花園講解成立睦鄰計劃的程序及目的。
南迪指出,睦鄰計劃可分為3類,第一類是早期政府規定每個村莊必須成立睦鄰計劃團隊及巡邏隊,維持村莊治安;第二類為睦鄰計劃團隊除了巡邏,必須登記進出住宅區的車子;第三類為近期的睦鄰計劃團隊,除了負責上述治安工作,也多推行活動,互相關懷、幫助與瞭解周圍鄰居,並共同探討活動課題等。
執委須是住戶
“所有類型的睦鄰計劃團隊都必須登記,執委必須是該花園住戶,只有他們才能與政府機構或單位聯絡。”
他說,每隊巡邏隊理想人數約10至25人,事前必須寫信向附近警局說明巡邏路線,讓警方在巡邏時能夠分辨及確保對方為睦鄰計劃團員。
“國民團結局會分配巡邏衣、哨子、木棍、外套等給巡邏隊員,但首先要獲得當局總監批准巡邏隊伍巡邏。”
他也耐心解答居民提問,包括團員巡邏時沒有權力打傷嫌犯,也不能進入被爆竊的屋子,只能通知警方、不能在空置的屋子旁設阻礙物或建圍籬防止賊進入,否則屋主有權起訴市議會。
每月獲400經費
此外,南迪提到,睦鄰計劃團隊將獲國民團結局每月撥出400令吉活動經費,以舉辦更多活動,但嚴禁團員用私人名譽開個人戶頭向居民籌款,只能讓居民樂捐,存入睦鄰計劃團隊名義戶頭。
“居民只要將花園住宅資料、睦鄰計劃團員資料等呈交給我,我將盡快為他們處理以成立睦鄰計劃團隊。”
他也呼吁烏魯冷岳區居民若要申請睦鄰計劃團隊,可致電013-3803035 begin_of_the_skype_highlighting 013-3803035 end_of_the_skype_highlighting聯絡他。
居民代表依布拉欣隨后也被選為該區睦鄰計劃團隊主席。出席會議者包括沙登區國會議員張念群、加影市議員李亞成及烏魯冷岳國民團結局官員烏米。
張念群:冀合作打擊罪案
沙登區國會議員張念群希望居民成立睦鄰計劃后,能夠合作打擊罪案,不要成立幾個月后就銷聲匿跡。
“睦鄰計劃成立后,可寫信給加影市議會申請建立休息室,我會和加影市議會商量,確保市議會批准該項申請。”
她對58名居民願意抽出寶貴時間,關心該區治安問題感到高興,希望居民也將消息傳達給家人,讓家人都加入睦鄰計劃,降低該區犯罪率。

社區保安計劃奏效‧沙登拉也降至零罪案
(雪蘭莪‧沙登13日訊)沙登拉也SR8/7路和SR8/6路實行社區保安計劃10星期以來,成功將花園地區治安降至零罪案。
該計劃發起人兼居民陳時明指出,該花園地區已有15年歷史,但近年來治安不靖,尤其在今年的9月和10月更是該花園地區的偷車高峰期,不論白天或黑夜匪徒都大膽的潛入屋內偷取車鑰匙,然後光明正大的將車子開走,導致人心惶惶。

擬在花園區安裝閉路電視
“我和鄰居們在短短數天內輪流成為偷車賊的目標,於是為了這裡的安全,我決定發起社區保安計劃,而這項計劃也很快的獲得居民的支持,未來也準備在花園地區內安裝閉路電視,以加強花園地區的保安。”
他是出席由梳邦再也市議會、八打靈縣衛生局舉辦的沙登拉也SR8/7路和SR8/6路大掃除運動時,這麼表示。其他出席的還包括沙登國會議員張念群、雪州行政議員也是史里肯邦安州議員歐陽捍華、梳邦再也市議員黃思漢等。
張念群指出,沙登拉也SR8/7路和SR8/6路共有113戶居民,當中有10間空屋。如今共有97戶參與這項每月60令吉的社區保安計劃,也佔了居民的93%。
“這項計劃實行之後,我們確實看到罪案率成功下降,希望這情況能持續維持。”
不過她也透露,由於此計劃封鎖了部份道路,因此也引起一些人士的不滿。因此她希望,不滿人士能站出來與居民溝通,以尋求解決方案。
歐陽捍華:地方政府法令限制
圍籬計劃伸縮性處理
歐陽捍華指出,雪州是全國人口最密集且經濟最繁榮的州屬,因此罪案率也比其他州屬來的高,因此不少地區的居民都主動要求實行圍籬計劃。
“但有礙於地方政府法令的限制,因此各地方政府唯有伸縮性的處理。”
他希望,政府能修改地方政府法令,以符合現有的社會需求。同時也希望警方能予以配合。

社區保安市會“同意”下進行
黃思漢則表示,基於法律的限制,除了新花園地區外,現有的社區保安計劃僅能在獲得市議會的“同意”而非“批准”下進行。
“社區保安一直都是令我們覺得非常頭痛的問題,在設立社區保安計劃上市議會的權限和能力有限,我們只能提供硬體設施,如增設路燈、道路等提高安全設備,在執法上還是得靠警方。”

Termination of I-Hawk security service
Due to unsatisfied services provided by I-Hawk security company, we decided to exercise our right to terminate their services. The last day of their service will be on 30th November 2010 (effective period till 7.00am 1st Dec 2010).
The new security company, ArmourGuard (M) Sdn. Bhd., with slightly higher fee of RM11,500 per month, agreed to takeover the service, effective 7.00am 1st Dec 2010, with the same terms and conditions.

SS15 residents build police beat base

HOPING that police presence will deter snatch thieves, the residents in SS15 have built a police beat-base in their neighbourhood.
The facility, which cost RM1,800, was sponsored by Subang Jaya assemblyman Hannah Yeoh.
It is located at the field at Jalan SS15/2E.
Residents association chairman Borhan Rahmat said snatch theft cases were frequent at the side lane next to the field.
“Many residents and college students get to the commercial area via this road and have fallen victims to snatch thefts.
“We used to hear such cases twice a week and recently, about once a month,” he said.
Subang Jaya OCPD ACP Zainal Rashid Abu Bakar said street crime in SS15 has dropped by 45% compared with the same period last year.
“The area is covered by plain-clothes policemen as well as uniformed men on bikes 24 hours. There is also a multi-purpose van (MPV) dedicated to patrol SS15,” he said.
The beat-base will serve as a meeting point between the police and the residents.
“Our men from different units will drop by about three or four times a day and the residents can come to meet them,” Zainal Rashid said.
He added that crime rate in the whole Subang Jaya has decreased by 17%, or to 800 cases.
Yeoh, on the other hand, said that was increased police presence on the road. In response to the residents’ request last year, Yeoh contributed RM10,000 to the residents association for its patrolling effort.
“Walkie talkie and bicycles were among the items they purchased,” she said.

Non-paying residents in gated communities deserve respect
I REFER to your stories on gated and guarded residential areas.
For the record, I have no objection to the implementation of such schemes.
However, I consciously chose to buy a property which does not require me to pay any monthly security fees.
As a non-paying resident, I did not protest against the issuance of house tags which automatically discriminates the non-paying from the paying residents; and if one were to read beyond the tag, it also “informs” a would-be robber(s) that this particular house is “unwatched” as it is fundamentally right to assume that security will tend to look out for or focus more closely on tagged houses!
When boom gates were installed some years back at the two entry and exit points of our neighbourhood, I did not protest however much the inconvenience. Neither did I recall any protest from the rest of the non-paying residents.
These boom gates remain closed to traffic throughout the day and are opened only during specific times that coincide with school sessions.
I abide by their “rules” when they gave out car stickers; otherwise I get stopped and checked by the security guards if I were to come home after midnight.
The residents’ committee and its paying members must acknowledge and appreciate such cooperation from us non-paying residents for not objecting to the implementation undertaken thus far to make the community a safer place for all.
Bear in mind at all times that every resident has the freedom to choose whether to subscribe to the gated and guarded scheme. No one can impose that right on us, insult or humiliate in any way, those of us who do not pay for the gated and guarded scheme.
We non-subscribing residents have equal rights to stay without prejudice, shame and fear as the rest.
