Look out for one another, neighbours told

Selangor Community Policing chief coordinator Kuan Chee Heng urged neighbours to take appropriate action when they see suspicious people loitering in their housing area.
He said public apathy enabled a burglar to break into three houses in Bandar Puteri, Puchong, recently.
“We received a call on Dec 10 from a resident whose house had been broken into. We immediately called the police and we arrived at the scene within 10 minutes.
“We found out that the burglar entered through the roof. The burglar had also entered the neighbouring house after breaking the locks.
“When we interviewed the neighbours some admitted seeing a man emerging from the house.
“They even saw the man walking around the house with a backpack.
“A neighbour said that when the dogs started barking, the burglar climbed a tree, jumped over a fence and fled.
“The thief had broken into three houses and all three security alarms went off, yet the neighbours did nothing. They did not call the police or even the guards,” said Kuan.
“A CCTV camera installed in a neighbour’s house showed that the thief entered and fled between noon and 1pm but the owner only discovered the burglary after arriving home.
“The neighbours did not do anything even after seeing that a stranger enter their neighbour’s house,” he said.
“We are concerned about this kind of thing happening where people do not care what happens to their neighbours.
“When we asked the people living nearby about the occupants of the houses that were broken into, they said they did not know them,” he added.
“Neighbours must cooperate and look after one another. It is sad to know that people living in one community do not even know their neighbour’s phone number.
“We could have caught the burglar if we were informed earlier,” said Kuan.

三重保安擋不了賊 警鈴響沒人理嘆鄰里太冷漠

(蒲種27日訊)蒲種公主城第10區花園民宅,有社區保安、民宅有防盜系統、閉路電視及凶犬,也無阻飛天賊潛入連環竊3屋!
不排除可能上述民宅皆裝置電眼,令竊賊不敢輕舉妄動,成功入進首兩間民宅時皆空手而出,至第三間屋時,竊走一台手提電腦及手錶。
于12月10日中午12時許發生的飛天賊連環入屋偷竊案,事發時,儘管有鄰居在后巷看到竊賊的一舉一動,卻沒人通知保安員或報警。
更令人不可思議是,花園保安亭竟距離竊賊干案民宅不到100呎,竊賊竟可在避開保安員注意情況下,連環潛入3間民宅幹案后,再從后巷從容不迫離開。
住家準備緊急電話
雪州人民社警計劃總協調兼蒲種公共投訴及服務中心主任關志庭說,案發時,3間遭入賊民宅的防盜系統同時間響起,可是不明白為何民宅左鄰右舍竟沒有懷疑發生不尋常事件,或有屋入賊而報警或通知保安人員。
他也不明白為何保安亭靠近事發民宅,保安員卻沒察覺到竊賊行蹤,以及聽到3間民宅防盜系統同時作響,也沒有前往視察或採取任何行動。
關志庭接獲其中一名事主簡女士投訴后,前往該區瞭解竊案情況,也沿戶向簡氏鄰居瞭解案發當天情況時,竟有居民說發現竊賊行蹤,但沒有報警,令關氏感到失望和無奈。
他說,有關居民指在事發時在廚房煮食,發現有一名印裔青年從華裔鄰居后門走出來,在后巷走動,還清楚看到該名男子不小心勾到地上電線,險些跌倒。
“不明白為何居民看到非華裔者從華裔鄰居住家走出來,並沒懷疑或通知鄰居,或報警和通知保安員,讓竊賊可輕易逃離現場,但該居民卻說,沒有鄰居的聯絡電話。”
他對城市花園住宅如此冷漠的睦鄰關係,感到非常擔憂。

踴躍加入人民社警
關志庭呼吁公主城居民,踴躍加入地區于今年12月5日正式成立的人民社警計劃,以共同維護本身地區的治安,打造安全居住城市環境。
他說,花園居民必須明白,遠水救不了近火,鄰居往往是在發生事情時,能及時幫助的人,因此人們要認識及關愛鄰居,與鄰居保持聯絡,一旦發生任何突發事件,可第一時間聯絡上鄰居。
鄰居應守望相助
他也提醒居民在民宅安裝電眼,鏡頭焦點勿僅是瞄準本身範圍,相反的應瞄準得更遠,包括附近範圍如道路及左鄰右舍環境。
“這點很重要,因有助警方破案,因為一旦罪案發生時,犯罪者通常會破壞或毀滅事主家中裝置的閉路電視,令證據毀滅。若鄰居有拍錄到罪案發生經過,將令犯罪者無所遁形。”
他也說,居民必須教育孩子或佣人,一旦發現罪案發生,懂得如何報警,家中必須時刻有各緊急單位,包括警方或拯救局的聯絡電話,以防萬一。
他指出,身為鄰居也應互相認識及守望相助,切勿自掃門前,也千萬不要認為,罪案沒有發生在本身或家人身上就無需擔憂,因罪案有可能在任何時間、任何地點及任何人身上發生。

Jalan 9: suggestions
Due to restrictions of Jalan 3's entrance by RADA vehicle stickers only, and closure of Jalan 3 during midnight, the traffic of jalan 9 has increased a lot. We are opening 2 lanes at Jalan 9, one for member, and another one for visitors/non-RADA member, during peak hours for better traffic flow.
Please slow down your car and follow guards instructions. We need your coorperation for a more effective security system.

Hi all residents,
1. Our monthly security fees will be reduced to RM60 per month effective 1st Jan 2011 onwards (Jan 2011 contribution) until further notice.
2. New member joined in Nov 2010 onwards still need to pay at least 3 x RM70, before enjoying RM60/mth fee. eg. member joined Nov need to pay RM70/mth for Nov/Dec/Jan, before paying RM60 for Feb. Member join in Jan 2011 need to pay RM70/mth for Jan/Feb/Mar, before paying RM60 for Apr onwards.
3. Collection to be quarterly payable. Member to pay RM180 every 3 months.

房价暴涨家庭债务创新高 大马楼市泡沫化风险上涨

随着2010年大马经济全面复苏,摆脱此前全球金融风暴的颓势,房价於过去一年也随之激烈飙涨,家庭债务创下历年来最高水平,再加上美国再度祭出6000亿美元的量化宽松政策引发热钱流窜,尽管尚无法论断大马楼市已经陷入泡沫危机,但是其风险已然升高,尤其是巴生谷一带的房价最受外界的关注。
楼价高涨在2010年演变成一个政治人物必须处理的炽热课题,由于民众买房的负担日益加重,因此这也一度引发雪州马华和民联在报章上启动笔战,争议究竟中央或州政府应该为这个问题负责。
根据全国产业资讯中心(NAPIC)发布的《2010年上半年产业报告》,大马平均年房价於今年上半年上升16%,从去年18万3807令吉上升到21万2815令吉。
相对之下,吉隆坡房价涨幅最为激烈,平均上涨34%,从去年36万2569令吉提高到48万5435令吉。其中,今年第一季是顶峰,高达50万1035令吉。
若以我国2009年2万3841令吉的人均收入,即每月2000令吉相比,这意味我国屋价将是人均收入9倍,而吉隆坡则是20倍。若是缴付10%定金,以及分30年偿还,购屋者每月将必须至少偿还2000令吉,这也意味着他们的收入水平必须有6000令吉以上。
这对许多刚出来工作几年,薪水只有2000到4000令吉,并且还需要供车(至少需要400令吉)的年轻人来说,绝对是一大重担,除非他们将目标放到20或30公里以外的房屋,如加影、巴生和蒲种一带。
更令普通市民感到沉重的是,雪隆屋价预料在2011年还会再涨。
家债5601亿占GDP76%
我国家庭债务也处于上升趋势,而在今年拉响警钟。截止2010年8月31日的国家银行数据,我国家庭债务已经高达5601亿令吉,这是历年来最高水平。更拉起警报的是,我国家庭债务於2009年占经济总产值的76%,这是除了日本以外的亚洲最高数目。
此外,我国债务也占个人可使用收入的140.4%,比其他国家都更高,比如美国123.3%、韩国101%、印尼38.2%、新加坡105.3%和泰国52.7%。
在5601亿令吉家庭债务,房贷占最大的部分48.5%、接下来是车贷25.9%、以及信用卡6.1%。房贷也从去年10月的2072亿令吉,上升到今年10月的2328亿令吉,幅度是12.4%。
这连串数据都显示我国房产出现升温的现象,并且引发外界担忧若楼市泡沫爆破,就会重蹈我国1997年金融风暴,或是2008年美国次贷风暴的覆辙。
回教党瓜拉雪兰莪国会议员祖基菲里近期在部落格中就撰文警告,一旦地产泡沫爆破,那么我国就可能会重蹈1997年经济风暴的窘境,因为银行内出现518亿令吉呆账而拖累国家经济。
“既然大多数大马人都如此健忘,并且有否认症候群,因此有必要提醒我国政治领袖和策划者有关1997和1998年区域金融风暴所面临的沉痛地产通缩。”
国行坦承出现过度投机活动
另一个国内楼市泡沫风险升高的迹象是国家银行在11月初出招,宣布限制购买第三间屋子贷款顶限(maximum loan-to-value)70%的措施,希望能够打击投机活动。
国家银行在11月3日的文告中承认,我国楼市出现过度投机的活动,导致一些地点的房价高于平均价格,因此他们决定推出这项措施来建立稳定且具持续能力的房地产市场,以及鼓励公众继续有能力购屋。
“我国房屋价格整体上仍然处于可控制的情况,并且没有歪离长期的价格趋势。但是,近期一些特定地点特别是城市中心和周遭地区面临屋价和交易更高成长的情况。这也可从单一借款人借贷购买多个单位的融资增加而获得证明,这表明越来越多投机性质的投资活动。”
“这项借贷顶限措施的实行,预料将能中和房地产市场的过度投资和投资活动。这些活动已经导致一些地点的房价高于平均价格,这也带动周遭地点的屋价提高,因此导致真正购物者的整体承担能力下降。因此这项措施依然符合大马人居者有其屋的目标。”

房屋及地方政府部副秘书长杨庆鍭日前就声称,我国今年第二季的屋价指数维持在137.8点,於过去一年只是增长大约4.3%,而过去10年也只是37%。这与新加坡今年增长38%、香港24%、台湾12%,以及中国8.5%较低。
值得一提的是,杨庆鍭的数据也是援引自全国产业资讯中心,但是该中心《2010年上半年产业报告》却显示平均房价上涨16%,两个数据出现矛盾。
童贵旺:车贷使家债高企
近期因旗下产业公司阳光(Sunrise)与官联公司马友乃德置地合并,而备受瞩目的华裔企业家童贵旺也撰文表示,我国家庭债务高企的主因,是因受到政府保护政策扭曲的汽车市场,而非房市。
“企于家庭债务25%水平,大马拥有世界其中一个最高的车贷比率,这是国家银行、经济学家和分析员漠视的事实。在新加坡,车贷只是占家庭债务9%,而家庭债务占银行整体借贷45%。”
“因此,车看来是问题的主因,而非房产。”
他也列举房地产在过去10年只是每年上升3.1%的数据,声称这其实与通膨率相符,并且低过经济和薪水成长。
“我认为去年的复苏是一次性重新评价事件,而非开启一个泡沫,价钱随后就会稳定或温和。”
亚洲市场皆面对泡沫风险
除了大马之外,其他亚洲新兴市场也面对同样的楼市泡沫风险增高,特别是美国联储局近期宣布的6000亿美元量化宽松政策,更是加剧了泡沫化的担忧。
亚洲各国的资产特别是房地产,都於2008年全球金融风暴后随着经济复苏而率先反弹,并且纷纷创下新高。其中,香港豪宅的价格就被指已经超越1997年经济风暴高峰期10%,而一般住宅的价格同样趋近历史新高。
至于英国莱坊房地产经纪公司(Knight Frank LLP)近日发布的报告,也揭露新加坡楼市在今年第二季度的涨幅是全球最高37%,中国(36.8%)和香港(24.9%)则次之。
因此,这些国家为了给房市降温,已经在近期宣布多项措施,包括中国宣布上调购买第二和第三套住房的贷款利率,而新加坡也于上调了房地产交易税和下调借贷顶限,香港则征收额外印花税和收紧贷款。

他也列举房地产在过去10年只是每年上升3.1%的数据,声称这其实与通膨率相符,并且低过经济和薪水成长。
“我认为去年的复苏是一次性重新评价事件,而非开启一个泡沫,价钱随后就会稳定或温和。”
亚洲市场皆面对泡沫风险
除了大马之外,其他亚洲新兴市场也面对同样的楼市泡沫风险增高,特别是美国联储局近期宣布的6000亿美元量化宽松政策,更是加剧了泡沫化的担忧。
亚洲各国的资产特别是房地产,都於2008年全球金融风暴后随着经济复苏而率先反弹,并且纷纷创下新高。其中,香港豪宅的价格就被指已经超越1997年经济风暴高峰期10%,而一般住宅的价格同样趋近历史新高。
至于英国莱坊房地产经纪公司(Knight Frank LLP)近日发布的报告,也揭露新加坡楼市在今年第二季度的涨幅是全球最高37%,中国(36.8%)和香港(24.9%)则次之。
因此,这些国家为了给房市降温,已经在近期宣布多项措施,包括中国宣布上调购买第二和第三套住房的贷款利率,而新加坡也于上调了房地产交易税和下调借贷顶限,香港则征收额外印花税和收紧贷款。

Seremban 2 folk cry foul over rise in security guard charges

RESIDENTS’ associations (RA) in several housing schemes in Seremban 2 want the government to intervene and compel the Security Services Association of Malaysian (SSAM) to abolish a move to impose a minimum hourly rate for security guards.
The RAs, representing several thousand residents in Seremban 2, said the SSAM’s proposal to hike the rates would cause several housing schemes to give up paying for such a service.
And when this happens, they said, the police would have to increase their patrols in the housing schemes in the new township to check crime.
The residents who now pay between RM3.50 and RM4.50 per hour for each security guard are against the RM6.50 per hour rate imposed by the SSAM. The new rates are scheduled to come into force on Jan 1.
They want Human Resources Minister Datuk Dr S. Subramaniam to put a stop to this, saying that by paying for guarded and gated communities, they were already helping the police to fight crime.
Representatives from six residents’ associations — Rasah Kemayan Section 6, Acacia, Vision Homes, Zebrina City Homes, Symphony S2 Heights and Emerald Park — held a gathering recently to protest the hike.
The SSAM had said that the minimum rates for those who wished to hire unarmed guards in Negri Sembilan, Malacca, Perak, Pahang, Terengganu, northern Johor, and Sarawak from Jan 1 would be set at RM6.50 per hour.
Those in Penang, Selangor, Kuala Lumpur, Putrajaya and southern Johor will have to pay RM7.50 per hour. Residents and businesses in other areas will have to pay between RM5.50 and RM6 per hour.
(These rates do not include the six per cent government service tax).
Zebrina Residents’ Association head Tan Meng Hai said the new rate was 77% higher than what his members were already paying.
“We are already facing a tough time getting some residents to pay up. With the increase, more people are going to stop paying and we all know what the consequences are going to be,” he said, adding that they now paid RM3.70 per hour for each security guard.
Under the present arrangement with their security company, each guard is paid RM1,400 a month. When the new rates are enforced, the residents will have to pay RM2,340 for each guard.
“Why is there a drastic increase when the guards are not given proper training? Some of the guards are too old and are unable to read and write,” he said.
Symphony S2 Heights Residents’ Association secretary Haiqal Baharul said 75 of the 110 house owners in the housing scheme have been paying RM100 each for the past month for the service as well as for maintenance.
“We started with RM4 per hour for each guard. Are you telling me that we should increase this to RM6.50 per hour after only two months?,” he asked.
Haiqal said before the security company began providing the service, there was only one house break-in in the new housing scheme.
“We are already paying so high and I am sure many of the residents will not agree having to fork out more,” he said.
Vision Homes Residents’ Association head Lam Chew Hoong said the 600-plus house owners in the area paid RM30 every month for the service.
“We have been paying RM4 per hour for more than three years and never had problems with the security company providing the service.
“With more than 100 house owners not paying a sen for the service, the higher rates will surely affect our cash flow,” he said, adding that there were 892 houses in the housing scheme.
Acacia Residents’ Association president Michael Ong said the SSAM can increase the minumum rate for security guards but the proposed hike was drastic.
He said some 90% of the 354 house owners in the housing scheme paid RM50 per month for the security service.
“We cannot allow a massive jump as we are now paying RM4.30 per hour for each guard,” he said.
Rasah Kemayan Section 6 residents’ association deputy head Andy Liew said although there were some 300 homes in the housing area, only about 200 were paying the RM50 monthly fee for security service.
Liew said the police would have a lot more patrolling to do if this happened as there were several new housing schemes in the area.
Emerald Park Residents’ Association head Teh Seng Hap said there had been no crime reported in the housing scheme with 204 homes since they hired a security service three years ago.
“Even the police had commended us for this. But if we have to fork out more for the service, I am worried we may have to reconsider extending the contract of the security service company,” he said.
Teh said each house owner would have to pay RM65 per month as against the RM30 per month they paid now if the rates were increased.
A resident from Zebrina City Homes Ranandra Chaudhury said instead of proposing a sharp increase in rates, the SSAM should ensure the security companies sent their guards to be screened by the authorities before they are hired.
“Some of them do not even wear uniforms and are unkempt most of the times,” he said, adding that the government should intervene in the matter and allow market forces to decide the rates.

一家團圓慶冬至 遊子回鄉吃湯圓

(吉隆坡21日訊)冬至佳節跫音近,年輕人過節意冷心不冷,回鄉品湯圓別有一番風味。
時下年輕人對于冬至的印象,大概只停留在一顆顆的湯圓而不屑節慶的由來,這種似懂非懂的景象,在年輕遊子身上,見怪不怪。
撇開累贅的“歷史”,色彩鮮豔的湯圓仔,更能吸引年輕人的目光,那除了是華人傳統美食外,更是家人親手炮製的“祝福”。
《中國報》配合冬至的到來,特別走訪一些年輕遊子,發現就算不能如願回鄉過冬至,他們也會跟朋友在家搓湯圓,或到超級市場買冷藏即食湯圓,甚至大呼“過冬至,不能沒有湯圓!”
一家人一起吃湯圓,除了象徵團聚外,也象徵著自己再年長一歲,對生活、經驗應該有更深的體會。
家人的祝福
有人說,吃下一顆湯圓,就長大一歲,但多吃卻也不表示年老。
受訪者當中有人笑言,吃下湯圓,不懂事的昨天好像急于被洗去,這是家人給予的忠告和祝福,因此特別有意義。
雖然說,今年的冬至並非落在週末,可是仍有不少年輕遊子已提早請假回鄉,吃了湯圓還能和家人一同迎接聖誕節,渡過愉快的團聚時光。

MRT system aims to boost Klang Valley’s public transportation

The Mass Rapid Transit (MRT), seen as a system that will operate at higher speeds and carry more passengers than the existing Light Rail Transit (LRT), has generated much interest of how it will boost Klang Valley’s public transportation.
The RM36bil infrastructure project will start in July with the first line running from Sungai Buloh to Kajang through the centre of Kuala Lumpur, covering 60km with 35 stations.
Traffic planning consultant Goh Bok Yen thinks the Sungai Buloh-Kajang route is one of the most sensible alignments to start the project.
“This line creates a link with matured and established commercial areas like Mutiara Damansara, 1-Utama and Cheras.
“Sungai Buloh will have a huge development in the Rubber Research Institute, which is one of the major projects under the Economic Transformation Programme and the Greater KL.
“Kajang is certainly not to be overlooked too, as the catchment area is huge and also covers the southern part of Cheras.”
According to the Land Public Transport Commission (SPAD), the line will serve densely-populated areas like Kota Damansara, Mutiara Damansara, Bandar Utama, Taman Tun Dr Ismail, Bukit Damansara, Cheras, Bandar Tun Hussein Onn and Balakong.
SPAD said the exact alignment and location of stations had yet to be finalised as they would be determined by the final alignment via the value management study.
This, according to SPAD, is to ensure that the optimum value in terms of ridership and that the full value of the land around the stations can be achieved.
Goh said the line would achieve one of its objectives of enhancing acessibility and traffic dispersal.
“Of course with just one line, you cannot expect to solve all problems as a project of this scale can only mean more phases to come.
“Bus resources will have to be restructured since the bus routes today are planned without taking the MRT into consideration,” said Goh.
He foresees that in 2020, more than 75% of the population of Greater KL will be able to walk from their house for about 400m to a bus station to get to the LRT or MRT.
Goh said the previously announced Kota Damansara-Cheras LRT line in 2006 would no longer be applicable since it was now part of the MRT corridor.
He said the system should be able to reach speeds of up to about 50km an hour.
“It is undeniable that during the construction stage, the routes along the corridor and city centre will add to the congestion. This is why it is important that the government and authorities plan the construction to reduce public inconvenience.
Cheras MP Tan Kok Wai said he welcomed all efforts to improve traffic congestion in the city, particularly Cheras.
He pointed out a lot of people would be adversely affected not just by congestion but also other problems during construction stage.
“I wish to propose for a facilitator committee to monitor the situation.
“Although the authorities always tell the public to bear with them for a better tomorrow, Kuala Lumpur residents are always facing the problem every other day since construction work does not stop.
“People are naturally worried and concerned about which areas will be affected.
“The elected representatives of Kuala Lumpur and Selangor must be included in this committee because we are the ones who know our own constituencies and people well,” said Tan.
Lembah Pantai MP Nurul Izzah Anwar said the project would be closely watched as to how contracts would be awarded and the workscope of MMC-Gamuda.
“My concern is only the lack of transparency as the public and all stakeholders should be adequately informed.
“During the public transportation workshop held by DBKL this year, there was no mention about the MRT at all.
“SPAD, as the supervising body, should have the power over the different phases of decisions made,” she said.
According to a press statement by SPAD, the MRT line is expected to serve a catchment area of about 1.2mil people. The daily ridership of the line is expected to be more than 400,000 passengers.
It added that the Sungai Buloh-Kajang line was picked as this corridor was not adequately served by rail-based public transport.
Muhammad Zulkarnian Hamzah from the Association for the Improvement of Mass Transit Klang Valley (Transit), in his recently published letter, said so far, there have been no studies made public on MRT’s cost-benefit comparison with other alternative transit modes like Bus Rapid Transit lines, trams and the Bus Express Transit,” he said.
It was decided by the Cabinet that Syarikat Prasarana Negara Berhad (Prasarana) is the infrastructure owner of the project while SPAD will be the supervising authority.
MMC-Gamuda Joint Venture Sdn Bhd has been appointed the project delivery partner.

Monkey Business in Taman Segar

"The primates come to our area about 6.30am, and they hang around in the trees and venture into our compounds.
"Some of them jump on our awnings and one of them eventually broke due to their antics. The monkeys also damaged the awning of a neighbour staying below my unit."
JUDY says many residents close up their windows in the early mornings for fear of monkeys entering their apartments.
"A neighbour staying above my unit is especially worried as she has just given birth as monkeys are known to snatch human babies," she says, noting the recent case of a baby who died after being 'stolen' by a primate.
JUDY wants the Department of Wildlife and National Parks (Perhilitan) to act before the situation worsens.
● A SPOKESMAN for Perhilitan says: "This is the first such complaint we have received concerning monkeys in Taman Segar. From our preliminary investigations at the scene and interviews with residents there, the department has found that the monkeys come from a nearby forest.
"Large traps will be installed in the area to ensure the monkey problem there is resolved."

I lodged complaint. The officer came & inspected the surroundings of our house. I filled in the form & he informed that they will come to shoot the monkey regularly but these monkeys are still around & causing damage to the telekom wiring...causing disruptions on our phone lines. Another thing the monkeys like is our rubbish bin...sometimes upside down with rubbish all over the ground Sometimes jumping on our roof with loud noise...really scared me as I thought something fell down !! My solution is to buy the small "pop" "pop" crackers to scare them away !!!Maybe you can try this cheap matter first, as it only cost about RM1-RM3. Well,we also need to "pity" the poor monkeys as HUMANS are the ones that "DESTROYING" their homes....PLEASE !!! PLEASE !!!PROTECT OUR FOREST !!!!

Rakan Cop has 88,000 members in KL
THE nationwide Rakan Cop programme is steadily becoming popular with 88,000 members registered in Kuala Lumpur alone since it was launched in 2006.
Kuala Lumpur police headquarters public affairs and Rakan Cop director ASP Suffian Sulaiman said police were now focusing on taxi drivers to channel information to Rakan Cop.
"This is because taxi drivers are regarded as the eyes and ears for the police," he said.
"Taxi drivers pick up people from all areas and it is possible that some of their passengers are shady characters... this can indirectly help us obtain information, especially on crime cases."
Suffian hoped more Malaysians would take part in this programme to help police fight crime. For enquiries, call the Rakan Cop hotline at 03-21159999 or send SMS by typing polis KL and send to 32728.

Crime rate down in Bangsar Baru
Bangsar Baru neighbourhood watch grows in strength
THE Bangsar Baru Resident’s Association (BBRA) recently launched the 2010 segment of its neighbourhood watch programme.
The programme, which was implemented last year on Jalan Terasek, will be extended to include Jalan Telawi 6, 7, 8 and 9 this year.
The initiative involves collaboration among the residents associations (RAs), the police and the Kuala Lumpur City Hall.
In his speech during the launch, Brickfields OCPD ASP Wan Abdul Bari Wan Abdul Khalid said there has been a drop in street crimes in the area since the programme started.
Wan Bari said from January to June 22 this year compared to the same period last year, gang robberies in the area decreased from 24 to 10 cases.
Snatch theft cases decreased from 18 last year to eight cases this year while house break-ins and thefts decreased from 20 last year to 12.
“We need your help, assistance, and most importantly, your information,” Wan Bari said.
Kuala Lumpur City Hall services deputy director-general Datuk Mohd Amin Noordin Abd Aziz said an active RA is important for the success of neighbourhood watch programmes in reducing crime.
He said grants amounting to RM5,000 have been handed out to active RAs this year. “We have more than 500 RAs but only about 100 of these are active,” he said.
He also City Hall will be installing 100 closed-circuit television (CCTV) cameras at various crime hotspots across the city identified by the police.
The CCTVs will be linked to the various district police stations in Kuala Lumpur.
He said City Hall was also planning to increase the number of street lights in dark, back lanes of residential areas.

Water disruption in Cheras on Dec 27 and 28

Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) corporate affairs executive director, Abdul Halem Mat Som, said in a statement Monday that the interruptions were due to works to upgrade the water supply system in the areas concerned.
He said there were 29 ponds which had been put under the manual cleaning programme this year, including three ponds this month.
Abdul Halem said the disruption would affect the whole area in Taman Taynton, Taman Mutiara, Taman Bukit Hijau and Taman Supreme Jaya on Dec 27 from noon to midnight, due to cleaning work at the Taman Taynton
View inlet pond.
The work at the water retention pond in Taman Midah on Dec 28 will cause water supply to the residential areas be stopped, also from noon until midnight.

邀300萬市民成為朋友‧隆警推介POLIS KL面子書
(吉隆坡17日訊)吉隆坡警方為了打擊罪案也跟上潮流步伐,今天推介“POLIS KL”面子書,歡迎首都300萬市民加入成為市警朋友,攜手打造安全都市。
設立市警面子書官方網站,是新上任的市警總警長拿督朱基菲里的概念,這是為了方便公眾掌握市警最新活動,以及作出投訴或提供建設性的意見,進而加強警民相互聯繫與合作關係。
除了面子書,市警也擁有另一個官方網站“http://www.copskl.my/”,這個網站設於2009年9月11日。
朱基菲里說,市警設立面子書,顯示警方給予公眾方便,而且這可以加強警民之間的合作關係。
加強警民合作
“吉隆坡有300萬人口,我相信‘面子書’將成為吉隆坡警民溝通的平台。”
他舉例,公眾可透過面子書向警方投訴他們居住的住宅區有很多吸毒者出沒,又或是尋找失蹤者等。
不過,朱基菲里不鼓勵公眾在面子書討論私人問題,公眾若要提供機密情報,可電郵到poliskl@rmp.gov.my或kpkl@rmp.gov.my。
他說,公眾已有很多方式和管道可與警方取得聯繫,因此無法聯絡警方不再是藉口了。

THE proposed hike for security services, which could go as high as 50% from next year, has drawn the ire of affected residents.They are against the move as it would result in an increase in their monthly security fees. However, there are those who said it would be acceptable if the security services provided were justifiable.
Graphic designer JP Lim expects an increase in the security fee before or after Chinese New Year, although there has not been any official notice issued by his residents association (RA).
“I am presently paying RM80 per month, but the monthly fee could go up to RM100 to RM120 with the expected increase,” said the Kemuning Utama resident of two years.
“The security fee was RM60 per month when I first moved in, but it was increased to RM80 half a year later.
“There was subsequently a proposal by the RA to increase the monthly fee to RM100, but that suggestion was shot down because most residents disagreed with the hike.”
Describing the present security service as satisfactory, Lim said an increase in the security fee for Kemuning Utama would be unavoidable since there would be a similar increase in the market.
Bandar Sri Damansara RA president Ravindran Raman Kutty said they were against the hike, which could be increased to RM70 per month from next year onwards compared with the present RM50.
“Our community has no choice but to engage the services of the security companies to protect our families and homes, although it is rightfully the duty of the police force,” he said.
“We feel the demand on our community is unfair and uncalled for. The rate for security fees should be based on demand and supply.
“If the existing company cannot provide the service at a reasonable price, then we should be able to engage a different one.”
Ravindran said the additional fees the residents were forced to pay could be put to better use such as for community activities and facilities.Although there has not been any formal notices, Kota Kemuning RA chairman Mohamed Siraj Abdul Razak said the security companies were most likely in the process of revising their fees, and that the hike could take place as early as next month.
Prime Minister Datuk Seri Najib Tun Razak had announced during the tabling of Budget 2011 that there would be an increase in security guard salaries, effective from January next year.
Najib, who is Finance Minister, said the security guards would be entitled to a minimum wage of between RM500 and RM700 a month (depending on location), compared to their present monthly wage between RM300 and RM400.
Hence a security guard could be earning more than RM1,000 monthly by then, taking into account salaries and allowances.
The higher security guard minimum wage was supposed to be implemented in April, but was postponed after security firms refused to increase the salaries of the 150,000 guards in Malaysia.
Security Services Association of Malaysia (PPKKM) president Datuk Shaheen Mirza Habib declined to comment, and said that the association would be making a statement on the matter later this month.
This is despite the fact that the PPKKM had already advertised an announcement on the implementation of new rates for provision of security services for static/ unarmed guard services, armed guard services and cash-in-transit from Jan 1, 2011 onwards.
The new rates would be a minimum of RM7.50 per person per hour for static/ unarmed guard services, RM15 per person per hour for armed guard services, and RM110 per hour for cash-in-transit for Selangor and the Federal Territory.

After numerous feedback, we propose the below:
Starting 25th Dec 2010:
1. Jalan 3 will be used solely for members and residents only. Visitors shall use Jalan 9 entrance instead. The barrier bar to be lower down all time.
2. To close Jalan 3 entrace from 12.00 midnight to 6.00am. All entrance during this time to Jalan 3 should use Jalan 9 instead. One guard shall be patrolling jalan 3 during this time too.
3. CCTV will be installed once receive enough donations.
4. One emergency handphone for Jalan 3 guards. Notifications will be issued to all members next week.

Broken Windows and crime rates

“My neighbour was stabbed around 6pm, house got broken into! Be careful and alert wherever you are!” wrote a friend 2 days ago.
No, this did not happen in the UK where knife crime is rampant, it happened in affluent Bangsar, where some street have guard quarters and barrier and police make spot checks ever so often.
Everyday there is a report in the paper about someone being held at knife point, slashed or raped after a robbery. So we put our handbags and lap tops under the seat, hoping that at the next red light no one tries to smash the window to steal our belongings. Or when we reach home, no intruder slips in as we open the main gate. Security guard fees, CCTV cameras, alarm systems, chunky padlocks with safety keys add to our monthly expences. Gated communities seem a necessity and not a luxury anymore. We build taller fences, try not to go for walks and become more paranoid when carrying out everyday chores because our personal security is at risk even when we’re at home.
I dare say without a doubt crime has become an epidemic in urban areas around Malaysia. Perhaps I feel strongly because too many people have fallen victim.
There’s a saying that “hunger makes a thief of any man” but is it really hunger or is it greed in today’s context?
The Broken Window theory suggests that when a building has a few broken windows that are not repaired, there is a tendency for increased vandalism and perhaps even brake-ins. The underlying factor is that we need to care enough to prevent crime.
Zero-tolerance seems to be the answer but what do we do with the criminals? Shooting them in police raids is not the answer. Clearly there is a reason why all this crime is happening.
There is opportunity. If they are Malaysians, why are they not gainfully employed? What has the state not done and how do we rectify it? If they are foreigners, what are they in the country to do? Were they given what they were promised in the first place and does this crime supplement their wage to equal it out to what was promised? Surely our system has failed us and we need to care more as this epidemic grows.
Having more police patrols, is only a deterrent, the police are not omnipresent. Community safety is far more than preventing crime. It includes social and economic change.
Maslow’s hierarchy of needs states that security is one of the most basic needs of every human being – and right now we in Malaysia don’t have that. Not only are we not safe, simple things like our cheques are intercepted in the mail and fraudulent cheques are allowed to be banked.
It has come to a stage where we feel there’s nothing that can be done because the cycle is so deeply intertwined and the whole system has failed and nothing can be done and no one seems to care enough to do something about it.
Perhaps what is needed now is for a strong community uprise to say ‘enough’ but who has the time to do all this community things?
Once your stuff has been stolen does anyone believe it will be found? Chances are unlikely. Perhaps if those in charge of fighting crime, make us believe that our broken windows are fixed, we might stand a better chance at having a safer community.
But for now, I’m not sure what we can do except to continue to be careful and alert wherever you are but that you might get stabbed at 6pm!

RADA is formally registered!!
I am please to announce that RADA is now legally registered with the ROS under the name "PERSATUAN PENDUDUK RUMAH TERES DAN RUMAH KEDAI DESA AMAN". The reason for the name change is because the flat dwellers are already registered as Persatuan Penduduk Taman Desa Aman since 1998.
Note: The Bank Account is opened (Public Bank) on 13th Dec 2010. All cheque can be paid under the name of "RADA" now.
Our English version will be "RESIDENTS' ASSOCIATION OF DESA AMAN TERRACE & SHOP HOUSES" Hence we can still use RADA.
We can now open our own Bank Account and receive payments under our own name.
