焦赖朋友請注意﹐白色車搶匪出現 Please beware ofa white robber's car!

The below are post in a local forum by a resident in Cheras Batu 9:

本人住TAMAN RASA SAYANG, CHERAS BATU 9.

星期五早上大約10AM﹐我已上班﹐小孩也上課﹐只剩內人在家。


整當內人在廚房準備午餐時﹐突然聽到一陣敲擊聲﹐便走到客廳觀察﹐竟然驚見有一隻手伸進大門的鐵花﹐企圖撞入。

內人急忙高喊﹐并拼命拉住鐵花﹐那時鐵花已被扯開一個小縫了﹐內人繼續大聲叫喊﹐那賊人竟伸手進來要打她﹐幸好沒打到﹐但卻把她的眼鏡扯掉。

內人放聲大喊的聲音﹐希望引起鄰居的注意﹐那賊人見事機敗洩﹐才紛紛逃走。


過後﹐對面鄰居的女佣說看到搶匪是友裔。


我向鄰居借來閉路電視的記錄﹐發現搶匪共有三人﹐乘著一輛白色的車﹐但我看不清楚那是什么款式的車﹐好像是HONDA CIVIC。還是有誰可以幫忙確認這是什么車﹖


如果有誰發現這輛車在你的住處徘徊﹐請注意和報警。



I stay at Taman Rasa Sayang, Batu 9 Cheras.
At 10am last friday, I am at work and kids went to school, only my wife is at home.


While she was preparing lunch at kitchen, she heard some knocking sounds. She went to living room to check and get shocked when she saw a hand crossed the maindoor's grille and try to get in. She shouted and try to hold back the grille after found out it was cut. The robber try to beat her but luckily unseccussful. However her glasses was dropped.


Her voice attracted some consern from neighbour. The robber then ran away.


From the CCTV records of my neighbour, seems there are 3 robbers with white old city/civic. 


Please report to police immediately if you seen the car in your area.

Look out for one another, neighbours told

THE Selangor Community Policing group is urging people to be more aware of what goes on in their neighbourhood and to cooperate with one another.

Selangor Community Policing chief coordinator Kuan Chee Heng urged neighbours to take appropriate action when they see suspicious people loitering in their housing area.

He said public apathy enabled a burglar to break into three houses in Bandar Puteri, Puchong, recently.
“We received a call on Dec 10 from a resident whose house had been broken into. We immediately called the police and we arrived at the scene within 10 minutes.

“We found out that the burglar entered through the roof. The burglar had also entered the neighbouring house after breaking the locks.

“When we interviewed the neighbours some admitted seeing a man emerging from the house.

“They even saw the man walking around the house with a backpack.

“A neighbour said that when the dogs started barking, the burglar climbed a tree, jumped over a fence and fled.

“The thief had broken into three houses and all three security alarms went off, yet the neighbours did nothing. They did not call the police or even the guards,” said Kuan.

“A CCTV camera installed in a neighbour’s house showed that the thief entered and fled between noon and 1pm but the owner only discovered the burglary after arriving home.

“The neighbours did not do anything even after seeing that a stranger enter their neighbour’s house,” he said.
“We are concerned about this kind of thing happening where people do not care what happens to their neighbours.

“When we asked the people living nearby about the occupants of the houses that were broken into, they said they did not know them,” he added.

“Neighbours must cooperate and look after one another. It is sad to know that people living in one community do not even know their neighbour’s phone number.

“We could have caught the burglar if we were informed earlier,” said Kuan.

三重保安擋不了賊 警鈴響沒人理嘆鄰里太冷漠

(蒲種27日訊)蒲種公主城第10區花園民宅,有社區保安、民宅有防盜系統、閉路電視及凶犬,也無阻飛天賊潛入連環竊3屋!
 
不排除可能上述民宅皆裝置電眼,令竊賊不敢輕舉妄動,成功入進首兩間民宅時皆空手而出,至第三間屋時,竊走一台手提電腦及手錶。
 
于12月10日中午12時許發生的飛天賊連環入屋偷竊案,事發時,儘管有鄰居在后巷看到竊賊的一舉一動,卻沒人通知保安員或報警。
 
更令人不可思議是,花園保安亭竟距離竊賊干案民宅不到100呎,竊賊竟可在避開保安員注意情況下,連環潛入3間民宅幹案后,再從后巷從容不迫離開。


獨行飛天賊進入第三間民宅成功幹案后,背著戰利品從容不迫從后巷離開。
住家準備緊急電話
 
雪州人民社警計劃總協調兼蒲種公共投訴及服務中心主任關志庭說,案發時,3間遭入賊民宅的防盜系統同時間響起,可是不明白為何民宅左鄰右舍竟沒有懷疑發生不尋常事件,或有屋入賊而報警或通知保安人員。
 
他也不明白為何保安亭靠近事發民宅,保安員卻沒察覺到竊賊行蹤,以及聽到3間民宅防盜系統同時作響,也沒有前往視察或採取任何行動。
 
關志庭接獲其中一名事主簡女士投訴后,前往該區瞭解竊案情況,也沿戶向簡氏鄰居瞭解案發當天情況時,竟有居民說發現竊賊行蹤,但沒有報警,令關氏感到失望和無奈。
 
他說,有關居民指在事發時在廚房煮食,發現有一名印裔青年從華裔鄰居后門走出來,在后巷走動,還清楚看到該名男子不小心勾到地上電線,險些跌倒。
 
“不明白為何居民看到非華裔者從華裔鄰居住家走出來,並沒懷疑或通知鄰居,或報警和通知保安員,讓竊賊可輕易逃離現場,但該居民卻說,沒有鄰居的聯絡電話。”
他對城市花園住宅如此冷漠的睦鄰關係,感到非常擔憂。
 
關志庭:維護地區治安
踴躍加入人民社警

 
關志庭呼吁公主城居民,踴躍加入地區于今年12月5日正式成立的人民社警計劃,以共同維護本身地區的治安,打造安全居住城市環境。
 
他說,花園居民必須明白,遠水救不了近火,鄰居往往是在發生事情時,能及時幫助的人,因此人們要認識及關愛鄰居,與鄰居保持聯絡,一旦發生任何突發事件,可第一時間聯絡上鄰居。
 
鄰居應守望相助
 
他也提醒居民在民宅安裝電眼,鏡頭焦點勿僅是瞄準本身範圍,相反的應瞄準得更遠,包括附近範圍如道路及左鄰右舍環境。
 
“這點很重要,因有助警方破案,因為一旦罪案發生時,犯罪者通常會破壞或毀滅事主家中裝置的閉路電視,令證據毀滅。若鄰居有拍錄到罪案發生經過,將令犯罪者無所遁形。”
他也說,居民必須教育孩子或佣人,一旦發現罪案發生,懂得如何報警,家中必須時刻有各緊急單位,包括警方或拯救局的聯絡電話,以防萬一。
 
他指出,身為鄰居也應互相認識及守望相助,切勿自掃門前,也千萬不要認為,罪案沒有發生在本身或家人身上就無需擔憂,因罪案有可能在任何時間、任何地點及任何人身上發生。

Broken Windows and crime rates

“My neighbour was stabbed around 6pm, house got broken into! Be careful and alert wherever you are!” wrote a friend 2 days ago.
No, this did not happen in the UK where knife crime is rampant, it happened in affluent Bangsar, where some street have guard quarters and barrier and police make spot checks ever so often.
Everyday there is a report in the paper about someone being held at knife point, slashed or raped after a robbery. So we put our handbags and lap tops under the seat, hoping that at the next red light no one tries to smash the window to steal our belongings. Or when we reach home, no intruder slips in as we open the main gate. Security guard fees, CCTV cameras, alarm systems, chunky padlocks with safety keys add to our monthly expences. Gated communities seem a necessity and not a luxury anymore. We build taller fences, try not to go for walks and become more paranoid when carrying out everyday chores because our personal security is at risk even when we’re at home.
I dare say without a doubt crime has become an epidemic in urban areas around Malaysia. Perhaps I feel strongly because too many people have fallen victim.
There’s a saying that “hunger makes a thief of any man” but is it really hunger or is it greed in today’s context?
The Broken Window theory suggests that when a building has a few broken windows that are not repaired, there is a tendency for increased vandalism and perhaps even brake-ins. The underlying factor is that we need to care enough to prevent crime.
Zero-tolerance seems to be the answer but what do we do with the criminals? Shooting them in police raids is not the answer. Clearly there is a reason why all this crime is happening.
There is opportunity. If they are Malaysians, why are they not gainfully employed? What has the state not done and how do we rectify it? If they are foreigners, what are they in the country to do? Were they given what they were promised in the first place and does this crime supplement their wage to equal it out to what was promised? Surely our system has failed us and we need to care more as this epidemic grows.
Having more police patrols, is only a deterrent, the police are not omnipresent. Community safety is far more than preventing crime. It includes social and economic change.
Maslow’s hierarchy of needs states that security is one of the most basic needs of every human being – and right now we in Malaysia don’t have that. Not only are we not safe, simple things like our cheques are intercepted in the mail and fraudulent cheques are allowed to be banked.
It has come to a stage where we feel there’s nothing that can be done because the cycle is so deeply intertwined and the whole system has failed and nothing can be done and no one seems to care enough to do something about it.
Perhaps what is needed now is for a strong community uprise to say ‘enough’ but who has the time to do all this community things?
Once your stuff has been stolen does anyone believe it will be found? Chances are unlikely. Perhaps if those in charge of fighting crime, make us believe that our broken windows are fixed, we might stand a better chance at having a safer community.
But for now, I’m not sure what we can do except to continue to be careful and alert wherever you are but that you might get stabbed at 6pm!

Increase in burglary cases in commercial area

THERE has been an increasing number of burglaries at the Taman Commercial Park in Pandan Indah, Ampang, recently.
The office unit owners have been losing electrical items, wire rolls and metal to burglars believed to be foreigners.
At one block, the office units were ransacked and walls damaged by burglars looking for concealed wires.
An office unit owner, Crispine Pereira, 53, said his unit had been burgled eight times and he had lost about RM7,000 in the last four incidents.
“The last renovation cost me RM2,500,” he said.
Pereira said he had lodged four complaints since 2005 and had tried several ways to fortify his unit but all failed.
His tenant’s items including computers, washing machines and a printer had also been stolen in the past.
“The rent is only RM350 and I am paying double the amount to the bank and I have to spend money to repair this place,” he said.
He even asked his friend who lives nearby to check on his unit at night.
“However, I believe these culprits enter the units between 2am and 4am and they take several hours to complete the job,” Pereira added.
After lodging the last complaint, a police officer stopped by his unit and confirmed that he has received similar complaints from other owners.
Pereira requested for a police beat in the commercial park, however, the officer said the decision could only be made by the head office in Bukit Aman.
“Now we may have to resort to stationing a guard at the night. I hope the other owners would contact me so that we can organise this together,” he added.

(加影24日訊)蕉賴斯里拉也花園十多年來,首次發生破門行劫事件,4名蒙面匪徒手持巴冷刀,把事主五花大綁,短短20分鐘內將屋內所有貴重物品洗劫一空!
遇劫者鐘水財(44歲)指出,匪徒于(21日)凌晨3時,從住家大門進入屋內,當時一家人已熟睡,他則在樓下房間睡覺。
他說,由于房外燈光亮著,當匪徒欲進入其房間時,已發現有人影經過,打算起床拿硬體物件防衛,但劫匪們行動迅速,立即使用電腦電纜綑綁手腳、及把毛巾塞入其口里。
20分鐘洗劫一空
“太太及3名孩子手腳也被綑綁,劫匪口操馬來文,不斷叫我們不要出聲及反抗,因為他們只是要求錢財。”
他今日在加影市議員李亞成陪同下,這么指出。
鐘水財說,劫匪干案手法熟練,20分鐘內已將屋內貴重物件搬空,估計損失超過1萬6000令吉。
他說,被偷竊物品包括新購買42吋等離子電視(Plasma TV)、7台手機、現金7000令吉、2支XO烈酒等。
“居住這里12年不曾發生治安問題,前往警局報案時,警方說近來經常發生破門行竊事件。”
李亞成強調,兩週內已接獲3宗破門行竊投訴,分別位于蕉賴萬蓮花園4路、布特里再也6路(Taman Putri Jaya)及蕉賴斯里拉也花園,顯示這區治安亮紅燈。
他說,近來擁有一個不法集團,專門駕駛豪華轎車打劫,后者打扮穿著斯文,公眾受促提高警惕並發揮守望相助精神。
“居民一旦發現有可疑人物需立即聯絡警方,或義務性展開巡邏行動。”

Robbery undisclosed

During the survey we found out that few robbery cases did not reported:

Aug 2010: Desa Aman foodcourt: Robber with weapon forced open a car and chop the driver. The driver (oldman) still in ICU.

July 2010: No. 78 Jalan 8: Afternoon: Few robbers with weapon enter the house and tied up 2 old couples. The couples subsequently shifted out.

June 2010: Jalan 3: (owner ask not to disclose address): morning: 2 robbers enter the house and tied up 1 housewife.

Mar 2010: No.44 Jalan 9: 6am-7am: 4 robbers with weapon enter a house with kids still sleeping. It tooks just 20 minutes to take away most valuable things. The family subsequently moved out.

As the thiefs may come back again please be extra careful.
