MINUTES OF ANNUAL GENERAL MEETING 2012
HELD ON SUNDAY 19th FEBRUARY, 2012 @ 10.30 A.M.

MATTERS ARISING
1.
Registration of members showed an attendance of 86 members which is more than twice the number of office bearers in the Committer and quorum for the AGM is achieved.

2.
AGM started with the Chaiman’s speech followed by speech by our gust of Honour John Hon the Manager of MCA Cheras Branch Office.

3.
The Committee’s Report for 2011 was tabled by the Chairman.

4.
RADA’s  income statement and the balance sheet, and the consolidated income statement and the consolidated balance sheet for 2011 were tabled by the Treasurer.

5.
Resignation of the following office bearers of the Committee for 2011 – 2014 were tabled:-

·    Mr Thong Chee Wai as Vice Chairman   
·    Mdm. Chua Ai Ling, Celine as Assistant Secretary   
·    Mdm Tammy Tam as Committee Member
·     Mr Ch’ng Soo Yang as Treasurer (but remained as Committee Member)

6.
The appointment of following persons to fill vacancies in the Committee were tabled:-

·    Mdm Lee Yau Tai, Shirley as Treasurer
·    Ms Goh Jue Luan as Assistant Secretary

7.
The termination of non-performing Auditor MR LIANG CHEE PONG, PAUL w.e.f. 31.12.2011 was tabled.

The appointment of MDM WONG WAN CHENG to replace Mr Liang as auditor w.e.f. 01.01.2012 was tabled.
8.
All Members of RADA in its 2nd Annual General Meeting held on 19th February, 2012,  have AGREED, RESOLVED and APPROVED the following RESOLUTIONS:-

RESOLUTION  1
The adoption of the income statement and the balance sheet, and the consolidated income statement and the consolidated balance sheet for 2011 presented by the Treasurer.

RESOLUTION  2
To authorized the Committee Members:

·        to administer the affairs of the association from 01.01.2011 to 31.12.2011, and to adopted and ratified all actions taken by the Committee during this period;

·        to pay for any services rendered by third parties from the collected funds as long as the proposal is agreed by a simple majority vote in the monthly committee meeting.

RESOLUTION 3
The resignation of Committee Members and Office Bearers and the  appointment of their replacements :-

Resignations:
·    Mr Thong Chee Wai as Vice Chairman;  
·    Mdm. Chua Ai Ling, Celine as Asst. Secretary   
·    Mdm Tammy Tam as Committee Member; and
·    Mr Ch’ng Soo Yang as Treasurer but remained as Committee Member.

Replacements:
·     Mdm Lee Yau Tai, Shirley as Treasurer
·    Ms Goh Jue Luan as Asst. Secretary

RESOLUTION 4
The termination of non-performing Auditors Mr Liang Chee Pong, Paul w.e.f. 31.12.2011 and the appointment of MDM WONG WAN CHENG as Auditor w.e.f. 31.12.2011.

RESOLUTION 5
To effect an Indemnity Policy to indemnify and keep indemnified the Committee from all personal liabilities for year 2011 and liabilities in the course of performing their duties

RESOLUTION 6
That the monthly subscription which includes fee for security services be revised from the current RM60.00 per month to RM70.00 per month w.e.f. 01.04.2012.

There being no other matter, the AGM is brought to a close.

Please support our fencing project!!

In order to strenghten Taman Desa Aman's security, we have proposed fencing up the main border of taman to block unwanted access from bushes and empty land. We targeted 150-200 houses' support with a one time contribution of RM350.00 each house.

The fence does not merely provide better protection, but to lessen our guards burden so that they can focus on more jobs. In addition, a taman with fences will improve the overall image hence better property value.

We are from time to time, try our best with limited budget to provide better living environment. From the past we have contracted security guards, build boom gates with booth, install appropriate lighting, install alarm system, install CCTV, among others, with the support of all residents. We hope this project would be another successful effort.

Please continue with your strong support by contributing the RM350.00 fencing fee, or contact our road representatives for more information.

Jalan 9: suggestions

Due to restrictions of Jalan 3's entrance by RADA vehicle stickers only, and closure of Jalan 3 during midnight, the traffic of jalan 9 has increased a lot. We are opening 2 lanes at Jalan 9, one for member, and another one for visitors/non-RADA member, during peak hours for better traffic flow.

Please slow down your car and follow guards instructions. We need your coorperation for a more effective security system.

Monthly fee to reduce to RM60 from January 2011

Hi all residents,

1. Our monthly security fees will be reduced to RM60 per month effective 1st Jan 2011 onwards (Jan 2011 contribution) until further notice.
2. New member joined in Nov 2010 onwards still need to pay at least 3 x RM70, before enjoying RM60/mth fee. eg. member joined Nov need to pay RM70/mth for Nov/Dec/Jan, before paying RM60 for Feb. Member join in Jan 2011 need to pay RM70/mth for Jan/Feb/Mar, before paying RM60 for Apr onwards.
3. Collection to be quarterly payable. Member to pay RM180 every 3 months.
4. Cheque payable to "RADA".

Proposals: Jalan 3 restrictions

After numerous feedback, we propose the below:

Starting 25th Dec 2010:

1. Jalan 3 will be used solely for members and residents only. Visitors shall use Jalan 9 entrance instead. The barrier bar to be lower down all time.

2. To close Jalan 3 entrace from 12.00 midnight to 6.00am. All entrance during this time to Jalan 3 should use Jalan 9 instead. One guard shall be patrolling jalan 3 during this time too.

3. CCTV will be installed once receive enough donations.

4. One emergency handphone for Jalan 3 guards. Notifications will be issued to all members next week.

RADA is formally registered!!

I am please to announce that RADA is now legally registered with the ROS under the name  "PERSATUAN PENDUDUK RUMAH TERES DAN RUMAH KEDAI DESA AMAN". The reason for the name change is because the flat dwellers are already registered as Persatuan Penduduk Taman Desa Aman since 1998.

Our English version will be "RESIDENTS' ASSOCIATION OF DESA AMAN TERRACE & SHOP HOUSES" Hence we can still use RADA.

We can now open our own Bank Account and receive payments under our own name.

Termination of I-Hawk security service

Due to unsatisfied services provided by I-Hawk security company, we decided to exercise our right to terminate their services. The last day of their service will be on 30th November 2010 (effective period till 7.00am 1st Dec 2010).

The new security company, ArmourGuard (M) Sdn. Bhd., with slightly higher fee of RM11,500 per month, agreed to takeover the service, effective 7.00am 1st Dec 2010, with the same terms and conditions.

Non-paying residents in gated communities deserve respect

I REFER to your stories on gated and guarded residential areas.
For the record, I have no objection to the implementation of such schemes.
However, I consciously chose to buy a property which does not require me to pay any monthly security fees.
As a non-paying resident, I did not protest against the issuance of house tags which automatically discriminates the non-paying from the paying residents; and if one were to read beyond the tag, it also “informs” a would-be robber(s) that this particular house is “unwatched” as it is fundamentally right to assume that security will tend to look out for or focus more closely on tagged houses!
When boom gates were installed some years back at the two entry and exit points of our neighbourhood, I did not protest however much the inconvenience. Neither did I recall any protest from the rest of the non-paying residents.
These boom gates remain closed to traffic throughout the day and are opened only during specific times that coincide with school sessions.
I abide by their “rules” when they gave out car stickers; otherwise I get stopped and checked by the security guards if I were to come home after midnight.
The residents’ committee and its paying members must acknowledge and appreciate such cooperation from us non-paying residents for not objecting to the implementation undertaken thus far to make the community a safer place for all.
Bear in mind at all times that every resident has the freedom to choose whether to subscribe to the gated and guarded scheme. No one can impose that right on us, insult or humiliate in any way, those of us who do not pay for the gated and guarded scheme.
We non-subscribing residents have equal rights to stay without prejudice, shame and fear as the rest.

  • RADA member is entitled for 4 stickers
  • RADA contributor is entitled for 2 stickers
  • Each extra sticker costs RM5.00
  • Please place your sticker at driver side
  • Make sure sticker are written with correct vehicle number

  • The sticker is property of RADA. RADA reserve the right on the usage and return of stickers.

Security improvements

As many residents aware, yesterday I-Hawk did a training to our Taman's security guards on 7.00pm (Jalan 9 entrance), to improve their services and security procedures.

Meanwhile, all roads in our taman has installed a key-checkpoint for security guards to 'punch' the time clock once in every 60-90 minutes. (total 18 points).

Bicycles and walkie-talkie are allocated to them too, in addition to touch lights, bike, baton, etc.

So far investment by I-Hawk includes the below:
1. 2 x Boom Gate (RM2200)
2. 2 x Guard House (RM3800)
3. Key Check-point system (20 points) (RM2000)
4. Bicycle/Uniform/Gears/Walkie-talkie/2 x handphone/lights
5. Agency fee + payroll + meal/accommodation for 8 guards+ 1 supervisor
6. Travelling/Petrol/Tel bill

Letter to RADA

Hello,

I would like to thank the pro-tem committee for a job well done! It’s a good start, we can work on further improvement, other issues and details later on.

I appreciate representatives going round to collect the monthly fees from residents. However, since we are not always at home, we don’t mind dropping the check into the letter box of one of the representatives. May I suggest that you publicize this in the blog? Or reply to me with this info? Thanks!

Also, to encourage more residents to participate in this security project, may I suggest that the blog also list all the houses in Tmn Desa Aman,  and indicate which are the ones participating (i.e. paying fees) in the project?

Thanks for your support and encouragement.

In fact we received calls from residents on fee collecting suggestions:
1. To pay quarterly.
2. Online payment.
3. Permanent mailbox or location for payment.

We propose the following:
1. For November, we shall collect 2 months payment (Nov & Dec 2010). Thereafter quarterly payment from January 2011 onwards.
2. Online payment: our registration still in progress. Before this we can't open own bank account hence this option has to defer.
3. Permanent mail box/location for payment: Currently you can drop your cheque to the following address:
    a) 22 Jalan 10 (En. Hassan - Chairman)
    b) 6 Jalan 8 (Mr. Kor - Secretary)
    c) 47 jalan 10 (Mr. Ch'ng - Treasurer)
Note: Only Cheque or Postal Order. Don't drop Cash!

On your suggestion of listing all house that participating in this project, yes we will, but would be at end of this month as we are trying to push more participants.

Some Q&A

Q: Why we having female guards? some guards looks young age too.
A: Due to the short notice given to security company, we are actually having some local guards temporarily. Some guards will be replaced once the right guards are recruited. We are planning a mixed of 3 foreign: 1 local mix initially. The local guards are more experienced and will guide the new guards.

Q: When will we have car stickers?
A: Due to the machine breakdown of original printer, we have changed the printer company. The car stckers will be available starting end of this week. For those members that have not submitting your car plate numbers, please contact your representatives or committee members.

Q: Why RADA haven't come to collect our fees?
A: Due to initial difficulties and more time spent to explain Security system, most of our representatives are short of manpower to cover every house. As most representatives have full time work and only can allocate some spare time to help our Taman community, please be initiative and help them by calling them to collect, instead of ask them to knock every house at evening or weekend.

Q: What happened to Jalan 9's gate?
A: It was knocked down by a careless lorry driver. Compensation has been made to us, but repair work would take longer time as we are redesigning the gate.

Q: How was the response of collection so far?
A: Out of about 280 occupied houses, we have collected 80% (220 houses).  (Note: total houses in our Taman = 350 but many are unoccupied or rented). As we still collecting the remaining few, the final figure would be available by end of the month.

Q: Why some are paying less?
A: We classified the full paying houses as "member", while those paying below full fee, as "contributor". Those paying less mainly due to poor financial status, or contributions from tenants/outsiders. Only member will be given House Plate, where the security guards will pay attention to their house. No obligation for the guards to check the non-member house even it could be a break-in or rob case.

Q: Would it be possible to reduce monthly fee of RM70?
A: Yes it is possible. Currently the fees collected are used to pay security company (90%), gates and guard houses (30%), car stickers and house plates (20%) and stationery, still a bit short of fund. If we could collect all full fee from at least 250 houses, the fee could be reduced in January 2011 onwards.

1.               We are please to announce that, with the your support, we have finally manage to employ Security Guards with effect from Friday 1st October, 2010 to provide 24 hours security in and around Taman Desa Aman.

2.               During the initial stages of the deployment of the guards, teething problems are inadvertent. Hence, we seek your kind co-operation and indulgence to please bear with us as we work to overcome all teething problems in due course.  

3.               We take this opportunity to thank those who have given us their support and we sincerely hope that those who had not or do not supported us will at least extend their fullest co-operation to us.
