Gated and guarded communities must not have objects obstructing firemen

RESIDENTS associations are setting up gated and guarded communities and the Fire and Rescue Services Department has no problems with it as long as they are not a hindrance in the event of an emergency.


There are no ministry guidelines on such schemes and the rules and regulations differ from one local government to another.


However last month, a set of guidelines were drafted to plan, control and monitor the development of gated and guarded communities by the Housing and Local Government Ministry.


The guidelines were drawn by the Urban and Rural Planning Department and the Cabinet is considering enforcing the guidelines throughout Peninsular Malaysia. The draft would include detailed aspects of planning and monitoring of gated community schemes in line with the Strata Titles Act 1985 (Amendment 2006) as well as for “guarded neighbourhoods”.


In the meantime, the government will not stop anyone from creating a gated community with guards but once the draft is in place, such schemes would have to follow conditions and regulations stipulated by the ministry.


Fire and Rescue Department Malaysia (Inspectorate Unit, Corporate Management and PR Division Senior) Superintendent II, Gan Hock Seong said the department had no objections but it would help if the residents associations discussed plans with the department before setting up such schemes.


He said now the discussion was with the developers but there were certain problems in gated communities that could hinder the department from carrying out their jobs in the event of a fire.


Gan said for example, the erection of boom gates and horizontal bars might cause a problem if they were not built to specifications as the recommended height is 16ft to allow their biggest vehicle to pass through.


“In such instances we can use our hydraulic tools to remove them but we could have responded faster if there were no such hindrances,’’ he added.


Gan said gated and guarded communities were something new and although there were no guidelines set by the Fire and Rescue Department, the residents associations could work with them to follow simple guidelines for a win-win situation.


In Selangor, for instance, 85% of the residents must agree for a guarded neighbourhood whereas a gated community needs 100%.


“This would help the department to reduce the loss of response time as obstacles and other hindrances could cause big losses in the event of a major fire,’’ said Gan.


He said although the department was equipped with the tools to remove obstacles such as boom gates, in most cases narrow access roads and security booths in old developments, which were not built to specifications, obstructed vehicle movement.


“In the event of a fire at high-rise buildings, the department would use the sky-lift and it would pose problems if the access roads are not wide enough,’’ said Gan.


Such schemes, he said, should not hinder vehicles from entering the area by putting up barricades and obstructions that were critical to response time.


Gan said under such circumstances, the department could issue the fire-hazard abatement notice under Section 8 of the Fire and Rescue Act to absolve them of any damages caused by the delay.


He said new developments were required to be designed with the minimum hazard or risks and this was provided for under the Uniform Building By-laws.

Proposed Fences


The length of fence covers over 1000 meters length started from Jalan 9 entrance (near kindergarten) and all the ways along Jalan 12/Persiaran Desa Aman until Jalan Desa Aman 4, and continue to temple border, also covers open areas along Jalan 3. Optional small gates is proposed for Jalan 4 and Jalan 3 where the gate will be opened for limited hours.

We are still looking for better quotation. Please contact us should you have any ideas to help us cut cost.

疑遭兩批不同匪徒“相中”‧康樂花園1月10竊案

康樂花園治安敗壞,居民無不憂心忡忡。

(吉隆坡)康樂花園劫匪和竊賊橫行;尤其是竊賊,大有大竊、小有小偷,導致居民人心惶惶。

過去一個月,康樂花園至少發生了10宗爆竊事件,有人還看見匪徒駕著名貴房車幹案,相信有兩批不同的匪徒“相中”此區。


4中東人佯裝顧客搶皮包

居民向前來巡視的馬華敦拉薩鎮區會主席周連瓊申訴時披露,週五(8月27日)此花園的東方茶餐室也遭遇劫案;4名佯裝顧客的中東人走入茶座四處張望並假裝點餐,在確定目標後,動手搶走一名正在用餐的女生皮包,迅速往外跑。
事主被嚇得驚慌失措不懂大喊,馬上追了上去,搶回皮包;但同行的另一名中東男子隨後又把皮包搶走,登上汽車揚長而去。
據目擊者之一,也是此茶室小販業者的黃富貴指出,匪黨共有5人,出來幹案者為三男一女,還有一名男子在匪車上等候。
由於附近學校林立,週末也有很多人在草場打球,人來人往,一般人會以為那裡很安全,可是附近一帶住宅區卻屢遭爆竊,使治安亮起紅燈。

常有人觀望住家動向
周連瓊說,居民申訴時常有人坐在校門外,往排屋的住家觀望,但他們卻分不清是等待孩子下課的家長或是圖謀不軌的賊群,以至十分苦惱。
這個月來此區發生了多起入屋盜竊的事件,而且匪徒手法純熟,不排除為同一幫人。而另一批匪徒則駕著本田轎車幹案,看來有兩個集團同時瞄中了康樂花園這塊“肥田”。


匪徒幹案手法純熟
他說,相信匪徒在幹案後拿走鎖頭及監視器材是為了避免留下證據,證明是一個具有規模及犯罪手法熟練的匪幫。
周連瓊說,此區治安敗壞已使人們活在恐懼當中;為此,他敦促居民多加小心並提防茶餐室的搶劫手法。另外,他也表示將向此區警局反映,要求增加巡邏次數。

居民談話


鄭福來:出門5分鐘就被爆竊
我住在這裡16年,近年來被爆竊了4次,有一次還與匪徒碰個正著。3週前的一週日中午,我剛出門5分鐘,家就再度遭到光顧,損失慘重。匪徒把監視器敲破,拆走警報及監視系統,回來時甚麼都沒有了,錢財及房車被偷,就連鎖頭也被拿走。
學校監視器拍到有兩男一女下車,穿著像上班族,然後進入我的家。那時候人來人往,也很多本地人在打球,卻沒人注意到住家入賊。他們就這樣大搖大擺進來,我的車也被駕走了!
過了幾天,鄰居也有同樣的遭遇。
報警了那麼多次,都沒有抓到人,我也不想報警了。


李先生:偷了車匙晚上再來偷車
有一天早上10時左右,我家裡入賊,我馬上報警。由於我的汽車複製鑰匙被偷,因此我擔心匪徒會再來,但警察告訴我匪徒晚上不會那麼大膽再度進屋。
當天晚上,我不敢睡覺,坐在大廳等候,怎知道在匪徒開動汽車引擎時我才發覺他進了屋。當時,我趕快按下電鈕嘗試把鐵柵門關掉,然而只聽見“砰”一聲,匪徒已開足馬力衝出柵門揚長而去。

黃富貴:匪徒恫言若報警就殺全家
曾經有屋主家被洗劫,寶馬和本田CRV都被駕走,匪徒還恫言說如果報警便要殺他全家,過後屋主報警後便連夜搬離這個區了。

劉志偉:溝渠蓋也被偷走
這區治安越來越差,不但附近住家時常被爆竊,就連我家門前蓋的兩個溝渠蓋也被一輛三輪摩哆車騎士偷走,這區的賊匪真是“大小通殺”。


蘇慶清:同一天三家人遭爆竊
Ahliman路這個月已經有幾間屋子被爆竊。此外,單是8月24日,Waras路和Sarjana路便是一天三家人遭爆竊。

梁先生:狗兒狂吠嚇走匪徒
上週有居民看見兩名摩哆車騎士爬入對面家,幸好當時有兩隻狗狂吠,才把他們嚇走。

During the survey we found out that few robbery cases did not reported:

Aug 2010: Desa Aman foodcourt: Robber with weapon forced open a car and chop the driver. The driver (oldman) still in ICU.

July 2010: No. 78 Jalan 8: Afternoon: Few robbers with weapon enter the house and tied up 2 old couples. The couples subsequently shifted out.

June 2010: Jalan 3: (owner ask not to disclose address): morning: 2 robbers enter the house and tied up 1 housewife.

Mar 2010: No.44 Jalan 9: 6am-7am: 4 robbers with weapon enter a house with kids still sleeping. It tooks just 20 minutes to take away most valuable things. The family subsequently moved out.

51% agreement needed


From our initial survey, we are having about 60%-70% support. After minus vacant house/rented house of about 20%, the feedback is a very strong indication that our residents fully support the idea of having security in our Taman.

Security option Survey

Thank you for all house representatives on visiting every house to distribute survey forms and answer all sort of questions from house owners.

We are, however, not getting a full response due to many owners not at home. We do drop the form into the letter box but just in case, those not yet receive any form please call Mr. Hassan (012-2315533), Ch'ng (010-2666160) or Thong (012-2210236).

Discussions covered costs of security and fencing issues. With the enlarged team of representatives, the survey forms will be distributed to everyone in the Taman to make sure majority is agreed before proceed to engage security and building fences.

New break-in in our taman

Please be alert that yesterday (Thursday, 26th August 2010) around 6.00am, another attemp to break in happened at 18 Jalan Desa Aman 12 (Persiaran Desa Aman).

As the thiefs may come back again please be extra careful.

New Balai Polis Bergerak!!



There is a Balai Polis Bergelak stationed at Jalan Mutiara Timur 4 (beside Jalan Desa Aman 12) recently, consisted of min 5 polis (with 1 van, 1 motorbike).

They will be there mostly from 9am - 12pm daily, but occassionally change schedule.

High Risk Area




Some high risk area were identified, including Jalan 3, Jalan 4, and Jalan 12/Persiaran Desa Aman.

First meeting of pro-tem committee






On 14th Aug 2010 7.00am, first pro-tem committee was held, and subsequently committee members did a survey of whole Taman Desa Aman, expecially on boundaries and high risk area.

(雪蘭莪‧蕉賴皇冠城)2名刀匪闖入蕉賴皇冠城一間住家造案,在沒有驚動屋內人士之下,偷走一輛價值約30萬令吉的馬賽地。


加影警區主任沙卡魯丁助理總監受詢時證實此案。他說,車主是一名華裔女子,她週一(8月9日)清晨準備出門時,才驚見泊在庭院的馬賽地被人偷走了。

“她查看閉路電視,發現幹案者是2名持巴冷刀的匪徒。”

沙卡魯丁說,警方接獲投報後,派人到場調查。警方目前正在追查2名匪徒的下落。

Cop: Help of residents associations vital

Residents associations (RA) are important in helping the police bring down the crime rate, Cheras police station chief Inspector Zainan Ahmad said.

Inspector Zainan said with the help of the Taman Midah RA, the police had brought down the crime rate in the neighbourhood by 70%.

He said this at a meeting between the Taman Tayton View RA and Desa Aman Cheras residents recently.

Desa Aman Cheras residents, who are planning to form a residents association, were called together by the MCA Cheras division and a pro tem committee for the meeting.

Under the National Key Results Area, there are four zones under Cheras and three are directly under the supervision of Zainan.

Zainan told residents that the role of each individual was important in ensuring the safety of their own families.

“There are 169 officers including me in Cheras and that would mean the ratio would be one officer to 100,000 residents so we definitely need your cooperation,” he added.

He also said he could not deny that there were black sheep in the police force and urged the people to complain about officers who resorted to bribery directly to him.

Tayton View RA chairman Wang Kong Fatt said the setting up the association was a difficult task but a fruitful one.

“The residents were not responsive in the beginning but the benefits are good. We have all the numbers to contact at the Kuala Lumpur City Hall (DBKL) and work together with them at all times,” he added.

MCA Cheras division deputy chairman Ng Chin also assured residents that MCA would help them in any way possible.

At the end of the session, the Desa Aman Cheras pro tem committee suggested ways on how they could improve security in the area.

Pro tem chairman Hassan Ghani said most of the thefts occurred during the day when residents were at work.

He suggested hiring security guards to bring down the crime rate.

Residents were also seen eager to sign up as representatives of various lanes in the housing estate which has about about 360 houses.

On 8th August 2010, there are >200 residents show up at the first Taman Desa Aman residents meeting, out of total 350 houses in the area.

Discussion with MCA Cheras branch







We seek assistance from MCA Cheras branch on issues facing our Taman such as safety and security issues and how to conduct a general meeting involving all residents of Taman Desa Aman.

With the advice from MCA we quickly form a working team involved mostly Jln 10 and 12's residents to help distributing flyers and broadcast the meeting to everyone on 1st August 2010. In addition, MCA Cheras's vice chairman Mr. Ng also sponsored 2 banners, while Mr. John promised to invite chiefs of PDRM Cheras and press, and coordinate with DBKL for rental of Outdoor Canopies, table and chairs. Big thanks to them!
